Part-time Secretary / Utility Billing

JOB SUMMARY:   The secretary will report to the office manager.  The position will begin with job training for assistance in required day-to-day office operations and vacation coverage.

requires all day-to day office operations, coordination with the Board, inspector, engineering firm, solicitor, auditors and plant operator.  



+ Interact directly with customers and vendors either by telephone, electronically or face-to-face.

+ Daily acceptance and processing of sewer payments including the utilization of the utility billing system, credit card payments and ACH drafting.

+ Preparation and distribution of monthly customer bills and account maintenance. 

+ Clerical duties requiring detailed knowledge of policies, procedures and regulations.

+ Daily mail collection and processing.

+ Process accounts payable, monthly payroll and payroll taxes.

+ Collect and maintain tap-in fee records.

+ Maintain and prepare monthly debt service records and payments.

+ Maintain connection records and inspection reports.

+ Reconcile receipts, NSF notifications and generate weekly deposits.

+ Reconcile bank statements and prepare monthly financial reports.

+ Process monthly delinquencies through letters and door tag preparation.

+ Follows up on payment arrangements.

+ Work with water utility for water terminations and restorations.

+ Prepare meeting agendas and attend monthly meetings.

+ Draft routine letters and memos and manage record retention and storage.

+ Maintain development agreements and assist in new development procedures.

+ Maintain construction project records and prepare construction payments.

+ Assist in lien preparation and satisfaction, annual audits and year-end reporting.

+Prepare monthly journal entries and new customer notifications. 

+ Collect dye testing applications and fees in addition to preparing dye testing information for use by the inspector.

+ Responds promptly to customer requests or complaints.

+ Keeps manual and/or automated records accurate.

+ Requires computer data entry skills and knowledge of Microsoft Excel, Word and Outlook, Quickbooks and Visual Fox.

+ Must be able to operate office machines (e.g. PC, copier, scanner, calculator, printer).




Associate’s degree, or equivalent, in accounting or business administration or other related field.

Candidate will utilize numeric, oral and written language applications.
